NIMH's Guzman selected to become new Associate Chair for Administration and Finance

Following a nationwide search, the UCSF Department of Psychiatry is pleased to announce the appointment of Marlene J. Guzman, MBA, MEd, MA, as its new Associate Chair for Administration and Finance, effective June 27, 2016.

Reporting to Department of Psychiatry chair Matthew W. State, MD, PhD, Guzman will play a crucial role in the expansion of the department’s clinical, educational, and research services. She will direct senior department management in all matters concerning site/division administration, human resources, clinical practice management, facilities and space, education programs, business and finance, research administration, and information technology. Guzman will also be responsible for strategizing, developing, planning and, where appropriate, implementing administrative structures and funding streams to support department initiatives

Guzman brings a wealth of administrative and financial expertise with her to UCSF. Since 2004, Guzman has served as the Senior Advisor to the Director at the National Institute of Mental Health (NIMH), a position responsible for monitoring all activities and operations at NIMH, which has a budget of $1.5 billion and a staff of approximately 1,000. She also provided strategic counsel to the NIMH leadership and worked with offices throughout the Institute to ensure institutional operations were efficient, policies were consistent, and scientific priorities were advanced. Guzman was also involved with a number of trans-NIH scientific efforts, including the Blueprint for Neuroscience Research, which supported the Human Connectome Project and the NIH BRAIN Initiative.

During her tenure at NIMH, Guzman introduced a new approach to managing the NIMH pay line and scientific initiatives, incorporating fiscal forecasting and planning, and adopting a proactive approach to ensure strategic investment of funds. As a result, NIMH has enjoyed a pay line of approximately 17-20 percent for the last seven years despite fiscal constraints, while increasing its set-aside funds for scientific initiatives from approximately 10 percent of its Research Project Grants (RPGs) budget to over 30 percent. She also championed an enterprise-wide approach to technology adoption, and under her leadership seven enterprise-wide applications were developed to automate and streamline Institute processes, resulting in a more dynamic environment, paper reduction, and more efficient performance times.

Prior to joining NIMH, Guzman worked at the Minnesota Medical Foundation, where she oversaw a program of corporate, foundation and special gifts to the University of Minnesota’s School of Medicine.

Guzman holds an MBA from the Carlson School of Management at the University of Minnesota with a dual focus in strategic management and information technology. She also holds graduate degrees in international relations and education.
